East State Street Prestage

As utility relocations begin to wind down, the Illinois Department of Transportation is scheduled to officially begin the East State Street reconstruction project in mid-March.

The pre-stage phase will include the installation of a new sanitary sewer main down the center of the state highway. Traffic will be limited to one lane in each direction (curbside lanes) from Route 25 to near Nebraska Street. IDOT's contractor is expected to implement the new traffic pattern the week of March 16, with construction starting the following week, weather permitting.

The work zone will expand down the center lanes in both directions to Sandholm Street once AT&T completes its ongoing utility relocation project in April.

The pre-stage phase is anticipated to be finished by May 2026, weather permitting. The schedule is subject to change, and the City encourages residents to follow our road construction updates for the latest details.

Project Overview

IDOT awarded a contract in 2025 to R.W. Dunteman to rebuild East State Street (Route 38) from Glengarry Drive to the Fox River. The multi-year project encompasses new street lighting, sidewalks, roadway widening to incorporate a shared left turn lane throughout the corridor, new trees, bike lanes, streetscape enhancements, traffic signal upgrades, and water main/storm drainage infrastructure improvements. Construction generally will occur from 7 a.m. to the close of business Monday to Saturday. Motorists should expect substantial traffic lane closures throughout the project.

The full East State Street reconstruction project will begin in mid-March 2026 and be completed in late 2027, with punch list items to be finished the following year. The City of Geneva will be upgrading its underground electric and water utility infrastructure as part of the construction.
